😟 Bad News

If your E-ZPass was not issued through the New York Customer Service Center (NYCSC) — meaning if you have a standalone NJ Turnpike E-ZPass, a Pennsylvania E-ZPass, a Connecticut E-ZPass, or any other non-NYCSC E-ZPass account — you are being billed at the Tolls by Mail rate at every NYC crossing, every time, even if your tag reads perfectly and your account is in good standing.

The New York Customer Service Center (NYCSC) is not a single agency — it’s a shared billing network. Tags issued by any of the following three agencies qualify for the lowest rate at every NYC crossing:

If your tag came from anywhere else, the fix is simple — register for a New York E-ZPass (NYCSC) account. No New York address required. Anyone from any state can enroll and immediately qualify for the lowest rate at every NYC crossing.

Important note for NJ operators: A Port Authority of NY/NJ–issued E-ZPass is an NYCSC tag and qualifies for the lowest rate at every NYC crossing — both MTA and Port Authority. However, an NJ Turnpike E-ZPass is issued through a completely separate system and is not an NYCSC tag. It does not qualify for discounted rates at MTA crossings, regardless of how smoothly the tag reads.

Truck Overnight Hours at Port Authority Crossings Are Different From Cars

The overnight discount for trucks applies Sunday through Thursday, 10pm until 6am only. Friday and Saturday nights do not qualify — trucks pay off-peak rates on those nights.

Congestion Pricing for Trucks

Trucks entering Manhattan below 60th Street are subject to congestion pricing — and unlike cars, there is no daily cap. Every entry into the zone is a separate charge.

Rate increases: Small trucks rise to $19.20 in 2028 and $24.00 in 2031. Large trucks rise to $28.80 in 2028 and $36.00 in 2031.

Which E-ZPass accounts work at NYC crossings — and which ones don’t

Only one type of E-ZPass pays the lowest rates at NYC bridges and tunnels: those issued through the New York Customer Service Center (NYCSC). The NYCSC is a network of three agencies: the Port Authority of NY/NJ, the New York State Thruway Authority, and MTA Bridges and Tunnels.

Tags from any of these three agencies qualify for the lowest rate at every NYC crossing:

✓  NY State Thruway Authority
✓  MTA Bridges and Tunnels

If your tag was issued by any other agency, it is not an NYCSC tag and you must pay the higher Tolls by Mail rate — regardless of whether your tag works fine everywhere else.

This includes a standalone NJ Turnpike E-ZPass, a Pennsylvania E-ZPass, a Connecticut E-ZPass, or any other non-NYCSC account. Even if the tag reads perfectly and your account is in good standing, you’re paying significantly more per crossing at MTA bridges and tunnels.

Important note for NJ operators: A Port Authority of NY/NJ–issued E-ZPass is an NYCSC tag and qualifies for the lowest rate at every NYC crossing. An NJ Turnpike E-ZPass, however, is issued through a completely separate system — it is not an NYCSC tag and does not qualify for discounted rates at MTA crossings, regardless of how cleanly the tag reads.

The fix is simple and open to everyone. Go to e-zpassny.com and open a New York E-ZPass (NYCSC) account. You do not need a New York address. Anyone from any state can sign up and immediately qualify for the lowest rate at every NYC crossing.

No daily cap — every zone entry is a separate charge

Cars pay the congestion charge once per day regardless of how many times they re-enter Manhattan below 60th Street. Trucks get no such cap. A 5-axle semi making four deliveries inside the zone at peak hours pays $21.60 × 4 = $86.40 in congestion fees alone — on top of all bridge and tunnel tolls.

The truck overnight window at Port Authority is narrower than you think

The overnight discount at GWB, Lincoln Tunnel, Holland Tunnel, Bayonne, Goethals, and Outerbridge applies Sunday through Thursday nights only, from 10pm until 6am. Friday and Saturday nights do not qualify — off-peak rates apply.

The Verrazzano commercial rebate is automatic — but requires 21 trips per month

Commercial vehicles crossing the Verrazzano-Narrows Bridge 21 or more times in a calendar month using the same NY E-ZPass (NYCSC) Commercial or Business account automatically receive a 15% rebate. At 5-axle rates ($36.84/crossing), the monthly savings at 21 trips is approximately $116.

Gridlock Alert Days carry a 25% surcharge

The MTA has authority to add a 25% surcharge to congestion pricing charges on designated Gridlock Alert Days. A large truck paying $21.60 could pay $27.00 on a Gridlock Alert Day.
